Eugene Toh is the Assistant Chief Executive and Chief Commercial Officer for Singapore’s Energy Market Authority (EMA). He oversees corporate development and service across EMA divisions, and leads organisational excellence, transformation, and professional capability development. He supports the implementation of the Requests-for-Proposals to import electricity to Singapore, including negotiating with potential bidders, evaluating the proposals and appointing the importers.
Before EMA, Eugene led the Agritech and Food Manufacturing Divisions at Enterprise Singapore, helping agrifood companies build capabilities, innovate, internationalise, and grow the local agritech start-up ecosystem. He also headed the Pro-Enterprise Division in the Ministry of Trade & Industry and was the Director (Policy and Planning) at EMA.
Eugene graduated with a Master’s Degree in Electrical and Computer Engineering (ECE) from Carnegie Mellon University and a double first-class Bachelor’s degree in ECE and Economics, with a major in Philosophy from the same institution in 2006. He completed the INSEAD MBA programme in 2014, and was awarded the Ford Prize, presented to the top student of the cohort.
Eugene is the author of Eureka Moments for Leadership, a leadership book that distils real-world insights drawn from his journey as a practicing executive, offering actionable lessons for leaders at all levels.
