Ir. Dr Angelia Liew brings over 20 years of experience in engineering, with a strong focus on climate change, sustainable development, and digital transformation. She currently serves as the Advisor for Climate Change, Energy, and Sustainable Development at the Department of the Premier of Sarawak, where she plays a key role in driving Sarawak’s transition toward a low carbon, resilient economy.
A graduate of the National University of Singapore, Dr Liew specialised in climate change impact studies for Southeast Asia. Her multidisciplinary expertise spans engineering, environmental policy, and digital technologies, including Building Information Modelling (BIM) and Digital Twin applications.
She is a Professional Engineer (Malaysia), a certified BIM Manager and Trainer, and a Fellow and Chartered Engineer with Engineers Australia. Dr Liew also contributes actively to the engineering profession as an Examiner for the Board of Engineers Malaysia (BEM) and a Qualified Facilitator for the MyCREST sustainability tool. She has also pioneered the development of automated BIM-based Green Building Index (GBI) assessment tools, supporting performance-driven green building practices. In her current role, Dr Liew is leading efforts to integrate advanced digital tools with sustainable energy solutions, supporting the development of future ready infrastructure, fostering inclusive economic growth, and positioning Sarawak as a regional leader in environmental sustainability and climate resilience
