Dato Ir. Alice Jawan Empaling has been the Permanent Secretary to the Ministry of Transport Sarawak since October 2022. Prior to this she was the Permanent Secretary to the Ministry of Utilities and Telecommunication Sarawak (formerly known as the Ministry of Public Utilities) from January 2017 to September 2022. She currently holds several directorship/board positions including as the Commissioner of the Malaysian Aviation Commission (MAVCOM). Since 2021, Dato Ir. Alice has also been an Adjunct Professor in the Faculty of Engineering at the University of Malaysia Sarawak (UNIMAS). Dato Ir. Alice holds a Bachelor of Science (BSc) in Civil Engineering degree from the University of Tennessee-Knoxville, USA and an Executive Master of Business Administration from the University of Ohio, USA.
