Deputy Chief Executive Officer (Planning & Economic Regulation) Energy Commission of Sabah (ECoS)

Ir. Magdalene Chu brings over 35 years of expertise in the energy sector, specialising in regulatory economics, tariff management, and customer service. A graduate in Electrical Engineering with Honours from the University of New South Wales, she is a Registered Professional Engineer (BEM) and Corporate Member of IEM. She spent 35 years with Sabah Electricity Sdn. Bhd. (SESB), where she led tariff reforms (2011, 2014), prepared SESB for Incentive-Based Regulation (IBR), secured federal tariff subsidies, and oversaw a major billing migration to SAP-based CCMS. In 2022, she supported Sabah’s assumption of regulatory power in electricity, onshore gas, and renewables – paving the way for ECoS, where she became Deputy CEO in 2023. She has since delivered the Sabah Energy Roadmap & Master Plan 2040, advanced energy transition initiatives including SELCO-PV and driven economic regulation through ICPT implementation and IBR RP2 tariff approvals with federal support.
